Lost Title to Trailer and need new one, but it was never in curret owners name?

My mom bought a horse trailer a few years ago with the title. She never had it transfered to her name and now that she is planning to sell it she cannot locate the title. Is it possible to get a new title if the trailer was never actually put in her name? If so how would she go about doing that?

No, if the title is in the previous owner's name, they must make the request for a new title.
