Lounges in Tampa? Tampa, Florida residents only please.?

Question

I'm planning a 21st birthday party for one of my best friends. She would like to go to a lounge type place (not a club) I need to find a good place for a lot of people to go, and also some place where people under the age of 21 can get in, because some of her friends are 19 & 20. I don't want some place too upscale but it has to be nice, something for a younger typical college aged crowd would be better also (not a place with beer kegs though). Also some place that is not too far away from the USF area (downtown is okay).

Grille One Sixteen is a pretty good lounge place.  The martinis are expensive, but that sort of goes with the territory.  The clientele is mixed.
