Low cost of living, pro american, Eastern Europen City?

Question

I am living in the USA and planning on a tempory relocation. I am looking for a pro American Country in Eastern Europe with a low cost of living. I was also considering Russia. Any suggestions?

I have an American cousin living in Florence, Italy.  They're very friendly to Americans, and try their best to speak English.  Its not cheap though- its just as expensive as any major city like New York, LA, or Chicago
