Low level format. started a low level format using HUTIL on newly purchased 500gb sata II drive.

started a low level format using HUTIL on newly purchased 500gb sata II drive. It was recognized correctly and the format began but hung at 15.65% with a message that read "error" plus something else that I don't remember. I retried every option including read info and diagnostic and same error reported. Is it dead?
