Low sulfur distillate probably refers to taking oil with high sulfur content and mechanically processing it to reduce the sulfur content so it can be more easily refined.  You will only find these types of facilities in places that need to manufacture from high sulfur oils such as those that come from Alaska.  If a country is using light, sweet crude there is no need to reduce the sulfur content before refining.
