well a lower unit off a 1983 40 HP #6228631 fit onto my 1989 40hp 4cylinder sn#0c233859

  1. No, no, no.  You did not even specify the outboard manufacturer for your question.  Vehicles and boats are not like light bulbs you can expect to fit in a universal light socket and work, you must get the right year AND model for outboard parts you are searching for.

    You need to spend some time asking some questions and some basic research looking up prices in a service shop that works on your type of outboard.  Now its not necessary you buy the lower unit from them, BUT you need to know the exact reference information to find the correct lower unit.

    There is no shortcuts here, get out there and start stomping some pavement into some service shops or dealerships that services your type of outboard.  Wishing and guessing won't get you anywhere but more broke and/or frustrated.

    Don't forget to check various aftermarket suppliers such as www.glmmarine.com or www.sierramarine.com for what you are looking for.
