Lucky egg on pokemon diamond

ive gone to the poemon mansion an spoke to the man i need to but he wont talk to me about chansey i keep trying and i do have the national pokadex by the way.

my question is...to find a chansey holding the lucky egg do you have to find the chansey in his garden or can you fnd 1 any where, also can i catch the chansey then take its item or have i got to steal the item from it in battle.

the lucky egg is a rare item, and you don't need to catch it in the trophy garden, catch one on route 210, its just the same.
