Lumineon: Pokemon Diamond

how do you get lumineon? i need to battle or catch one in order to fill my pokedex. people said on previous answers that you need to get the super rod from a fisherman but i cant get to him cuz there are people in the way! please help me!!! are there any trainers that have them?
