Lumps on/and around the labia?

My sister has multiple lumps on her v****a. They disappear for awhile and reappear. She says they don't hurt or irritate her but it's certainly worrisome. They don't really have a dominant color. I've heard of Pearly Papules or something but I heard that it was tiny small white bumps?

She's a virgin in her teens, what could this be? Any home remedies?

They could be sebaceous cysts, I'm prone to them, and sometimes they can get irritated with chafing or rubbing of the skin, or with shaving of the hair.  If that happens, antibiotic cream can be used to lessen the occurence of infection of the cyst.  Oh, and it has nothing to do with the fact that she is a virgin or sexual activity, it's simply a skin condition and nothing more.
