    Transport vesicles carrying acid hydrolases from the Golgi apparatus fuse with late endosomes, which mature into lysosomes as they acquire a full complement of lysosomal enzymes.

    I see the opposite viewpoint.  I think we agree that vesicles bud off from the Golgi and then become part of something we call the lysosome.  It's just that I think the stuff that buds off is not the lysosome, just the membrane bound compartment carrying acid hydrolases.  Additional parts are required for the formation of the lysosome.

The first answer is more correct.  There is still some debate about exactly how Lysosomes are made but the maturation theory is the best so far.  While the golgi does contribute to the lysosomal content it's unfair to say that's how their made because the golgi plays a role in almost all membrane protein trafficking.
