M/S Cisco Empleo Inc is it a genuine recruitment agency in France?. Does it recruit for entire Europe & Japan?

I have undergone video conference from the above said company through M/S Global Spin Consultancy which is situated in Bangalore, India. I have been selected in the video conference and offered a job contract with CISCO Empleo Inc for two years. In turn they will be getting me a job in europe countries. They said they will be taking half of my basic salary for these two years for providing free visa and work permit for the above said job offer. They told that i will be getting my salary from the complany only. I will be receiving my Offer letter through the empassy by paying 10,000 INR. The said visa will be valid for 3 months. Within that i have to complete my medical and commence my journey to the said country. Can you help me to find out whether it is genuince company?
