Is it normal not to get a full erection when masturbating? I get a full one when with a woman but when i m********e its not fully erect. I can still achieve o****m when masturbating but it's not completely hard, just mostly.

What you have described is completely normal. Erections vary for so many different reasons. With a woman the level of excitement is usually higher so the p***s is likely to be harder and bigger. Also, there is a timing issue - if you go for a longer period of time without then you will be harder and bigger for that reason.
