Find the rate of change of the following situation:

1) growing from 1.4 m to 1.6 m in one year

Answer 1

Rate of Change = Change of Distance / Change in Time

Change in Distance = 1.6m - 1.4m = .2m

Change in Time = 1 year

Rate of Change = .2m/year

Answer 2

Assuming linear growth, 0.2 meters per year.  If it is exponential growth, the nominal rate will be slightly less.
