MTG out of play mana costs.?

Question

Hey i am wondering if i play such cards as ornate kanzashi and muse vessel to remove my opponents cards to play i am then able to play those cards myself but what i want to know is do i have to pay the mana cost to use them or do i get them automatically?

Even though the cards say "You may play this card," you still have to pay for casting it as though you were playing it from your hand.

you must pay the cost. it as if those cards appear in your hand
