MVA out of country appointment scheduling problem...?

No matter how many times I try I just can't get connected to their lines.. it's always busy to those who made the appointments any suggestions how do I make the appointments? I tried calling every few minutes, keeps on calling them on time which is 8:30AM.. nothing seems to work... please help me!
