MY 1998 Dakota will not start. Could it be the timing chain?

It turns over and sounds like it wants to start but it won't. It also seems to be getting gas. The engine was rebuilt 16 months ago and the timing chain was supposed to be replaced then. Could the timing chain need to be replaced already? Also the check engine light stays on every since the rebuild. I have taken it back several times to see why it stays on but they can't seem to figure it out. It is a 3.9L engine.
