Well, you do not really need us to tell you what to do - you know what to do. Tell his parents. Better they hear if from you than from the border guards who may stop him from crossing over. If he's too young to be doing this on his own or if he does not have the proper papers and ID, they will stop him.

But you didn't say how old he is so maybe, if he is old enough - if he worked long enough to buy a ticket he might be, and if he has the proper documentation then there is nothing you can do about it. It will not last for forever. Without a work visa he will not be able to support himself very well. Without a medical insurance card, if he hurts himself or gets sick, he will soon be found out.

I think you should tell his parents. If anything bad happens to him, you do not want to spend the rest of your life feeling guilty about it because you kept your mouth shut. Or maybe you do.  It's your decision no matter what we tell you.

ran away from where? and how old is your cousin, if he is underage you should get the police/immigration officials involved.

If he has the proper documentation to stay in Canada, then, he will be fine.  If he doesn't, it won't take long for the authorities to pick him up and deport him back to his origin of birth.
