MY ICONS, START MENU DON'T SHOW UP? help!?

Question

when my computer comes on, only the wallpaper shows up. i used windows task manager to come on here...how do i get it back?

and don't say start in safe mode or restart, because i tried.

just right click the desktop  and goto properties
