  1. very very bad

  2. No, most likely not, it sounds like your turtle is molting (shedding her skin).  All reptiles do this, but with turtles it often looks rather messy, and they do it in stages.

Here is a link I found with a picture, if you scroll down:

    Hope this helps, good luck!

  3. somethin is wrong SweetPea...

dirty water maybe, not enough fish and leafy greens to eat..sounds like a calcium deficiency.

MOST important !!! TOSS in a bird cuttle bone in the water for calcium. it will dissolve real slow and if they eat it that’s fine!!

  4. I don't know if you mean the skin area past her shell, or actual plastron (bottom shell).

If she is shedding a very thin semi-transparent section of the shell, then its normal and means she growing.

If there's any dangly looking sloughed slin, that could be shedding, too.  Or a fungal problem.

But without seeing the turtle, I can't make an educated "guess."

I'll post a link below showing common health problems in turtles, and you can peek it out, to see if anything looks like what is going on with your turtle.

If you're not sure its a normal shedding process, then consult a vet.  If you don't already have a reputable exotics/reptile vet, you can contact http://www.herpvetconnection.com/ or “herpetologicalsocieties.com“ for the closest one in your area.

Good luck, and I hope this has been helpful.
