Machine makes noise from the balance wheel, as if...

Question

Can anyone help me my sewing machine has been making a sort of dragging noise or whining noise (as if it could do with oiling) The noise seems to be coming from the balance wheel. I have oiled the needle parts, but otherwise the machine doesn't need to be oiled. Does anyone know if these machines have a belt in them that maybe could be slipping, or needs replacing
