Machine won't sew. when changing fuse, noticed hand wheel would not turn. outside pulley/belt is

when changing fuse, noticed hand wheel would not turn. outside pulley/belt is turning but not inside belt will not turn. When turned machine on screen indicated "raise needle". After pusing raise needle button, makes grinding noise and screen prints "stopped for safety purpuses". Needle is locked into drop feed/where goes when sewing and cannot get to move.any suggestions?much thanks,melanie martin
