Mafia wars help! Why can players with a higher level attack you?

why can players with higher levels attack you on mafia wars. I'm level 22 and some one on level 34 attacked me I thought players can only attack people on the same level. Please someone help me;-)

im only level 70 and i have level 600+ not just one but lots. i don't even have a chance. it sucks. i disagree with your answers on this the reason is there should be a limit to this. why its like a 300lbs man kicking the s**t of some 70lbs kid. can you figue whos gonna win the fight.and when you fight a person on the same level or 100pt level higher than you and win the fight they have to go cry to daddy because they lost like so get someone with 600 or 800 0r more to get you. who cares right to tell you the truth facebook makes a lot of money ALOT. so 1 guy bitching means nothing. striaght to the recycle bin! p.s. i just wanna have fun but now i'm going to stick with poker where its the best person wins not levels. i know i will get someone who likes to pick on litte guys because they have a had time to pick on the ones that are the same or higher levels so go ahead bullies have fun. you will thats all end trasmission. bring on waiting
