Magic Jack --phone overseas???

Question

i have looked at other questions about Magic Jack and have seen some of the answers saying that people get them for relatives overseas for free calls or something, what im wondering is do i need one for them to call me, if they call me with my att home phone will i be charged as if the call is in the us or even in my city? or how does that work?

 You cannot call magicjack overseas anymore from the U.S what's up with that ?
