  1. Yes. If you could play it for free, I'm fairly certain the card would specify as such.

  2. yes you do have to pay the cost.

i have come to this conclusion through much thought and i have decided that if you did not have to pay the cost this card would have been banned after a short stint as the main component of every competitive deck everywere.

if you need rules help or deckbuilding advice i would be gald to help if you email me

  3. Yes, you have to pay the cost - the advantage is that you basically add an extra card to your hand.

Here are all the Oracle rulings on it:

5/1/2007 If an effect tells you to draw several cards, reveal each one before you draw it.

5/1/2007 If the top card of your library is a land, you can play it if you could play a land.

5/1/2007 If the top card of your library has morph, you can play that card face down for 3. However, all players will have seen which card it is before the spell is played.

5/1/2007 As soon as you finish playing the card on top of your library, reveal the next card in your library.

5/1/2007 If the top card of your library changes while you're playing a spell or ability, the new top card won't be revealed until you finish playing that spell or ability.

5/1/2007 The top card of your library isn't in your hand, so you can't suspend it, cycle it, discard it, or play any of its activated abilities.

5/1/2007 If the top card is a land, you can play it as a land.

5/1/2007 If you draw multiple cards at once, reveal each one before you draw it.
