  1. Vintage:

Constructed decks must contain a minimum of sixty cards. There is no maximum deck size; however, you must be able to shuffle your deck with no assistance. If a player wishes to use a sideboard, it must contain exactly fifteen cards.

With the exception of basic land cards, a player’s combined deck and sideboard may not contain more than four of any individual card, counted by its English card title equivalent. All cards named Plains, Island, Swamp, Mountain, and Forest are basic.

The same is for legacy. Here:

  2. It isn't a type, it's a format.  Formats are what determines the cards you can use, and any other special play rules.  For Vintage and Legacy, they do use all editions so the old school cards are allowed.  However, there is a list of banned cards and restricted. (Restricted is you can have the card, but only 1 of it [I believe 1])  Here are 2 links, 1 is the Vintage Format rules and the other is Legacy Format.

If you want the page with all of the tournament formats, here is that too.
