Make a Plain Navigation bar for a website?

How would i make a plain navigation bar for a website? i believe its in javascript, which im not too nifty with although i do know a bit of it. I just want to make a simple one like on this website- http://www.buildwebsite4u.com/ But i dont know how. Anyone know how i would go about doing that? can anyone explain to me how it is done and how i can make it? what would be a basic code for making a menu like that?
