Make a long story short, How do I adjust an old Huffy basketball hoop and pole with the elevator system?

It has a red lever but whenever I raise the hoop up, it won't lock into place. It just comes right back down. What am I doing wrong? This hoop is one of those "Slam Jam" adjustable elevator poles from the late eighties, earlier nineties.

my old hoop like that we had to put a broom stick under the brim, the flat back that connects to the backboard n push up to raise it up a notch at a time. to lower it we had to use the lever. but keep the broomstick under the rim while doing so so it wouldn't drop too fast. bring the court down or get a ladder n check the lever n up around the rim level for loose, missing or worn parts. WD-40 if there rusted. sounds like the catch to hold it in place is broke, missing, or stuck.
