Have everyone in constant communication, so everyone knows what they are doing. Depending on the disaster, know where to go, for example, floods, to high ground, extreme weather, under desks, etc.

for schools u must hv designated assembly areas usu in the open field, head counting, every class teacher / monitor must be taught how to gather their flock and move them systematically to AA.  

look at the japanese schools - they hv a very comprehensive disaster plan strategy.  

if earthquake prone - hit under desk or doorway
