You can make proxies easily.Just have a domain and hosting..go through online auto script which can install cgi and php proxies..you can try jmarshalls site..And have an index page

where your proxy will be linked...

Making proxies is simple maybe not easy, but it is simple.  the best source I found was an ebook, I don't remember what it cost, but its title is "Platinum Proxy Guide" by Matthew Borden.   You can do a google search and find it.  It helped me out.  

Sorry for referring a book, but if I tried to tell you here, I would have to write a book.
