Because Mercury is toxic, it is generally not available to the general public, therefore it is probably not within the context of the law to obtain one of the ingredients necessary to make a thermometer, however,  if you want to make a digital thermometer, you just need to make the circuit board is my guess.

you can make an alcohol thermometer. Using alcohol as the liquid instead of mercury. for the alcohol u can use ethanol(pure) or kerosene which are both avalable to the public
