Makeup tips for eyes?

My eyes are small, dark brown (almost black), and almond shaped...in case it matter is i have naturally sandy brown hair (which is dyed blonde at the moment) and i have even brown skinned comlexion.

I have the same shaped/colored eyes with blonde hair.  I like to color the whole lid with a neutral shade -- like a taupe or light khaki color. Then line the top lid very close to the lashes with a dark brown eye pencil.  Go over the line with a pointy tipped eyeshadow sponge and a very dark brown shadow.  Curl your lashes with an eyelash curler and use lots of very black mascara on just the top lashes.  My favorite cheaper mascara is Max Factor 2000 Calorie.  If you want to spend about 20 bucks a good department store brand is Prescriptives False Eyelashes.
