Making Calls To Other States?

I live in Michigan. I'm trying to call my friend in Texas.

I know I dialed the correct number. I keep double checking with him. I even asked his mom(over the phone.). They can call me but I cannot call them.

His area-code is 996 The didn't work so I dialed 1-996-rest of number here. I started to dial, before I could finish the phone number, the phone started ringing. Turns out it was an energency number( I DIDN'T dial 911 trust me). But when I look on my caller ID It says My firends last name, and number. This is drivibng me crazy. Help!

996 does not appear to be a valid area code.

It is not assigned for use in USA.

Also, possibly when you dialled 1996xxxxxxx, your phone may have interpreted the first 3 digits 199 as a mis-dialled 911 and placed it as such....  ok that's a guess, but it's the only thing that makes sense to me...

So, somehow you may have mis-interpreted your friends telephone area code, or they gave it to you wrong.
