How do you make Tinctures? and is it legal to make them?

  1. You should really know what you are doing, some ingredients can be dangerous or poisonous if used incorrectly.  I don't think it is illegal, though it might depend on the state.  You should just be careful.  It takes quite a long time to understand the ingredients and know how to use them.
