Thats not a great reason to make a website, theres prbly already a trillion fan sites out there, but otherwise this is a good place to start:

But seriously, to make a website you just need to learn HTML, which is easy, and then get some free server space, like gigacities.com, though theres a lot of them.

I'm also looking for a free internet provider, and I find Juno and NetZero. But, you still can use a free blog like wordpress or Blogger.
