how can you create a petition on the internet?

Post a blog to petition an action that must be supported by the people in order that the objective will be achieved.

There are different sites available.  A couple I found in Google are http://www.petitionspot.com/ and http://www.thepetitionsite.com/.

Personally, I don't think they're all that significant.  As far as I can tell, there's no way to tell that the "signatures" are valid, and not just a smaller number of people repeatedly "signing" the petition.
