  1. I'm not sure what exactly is the question.  But,  all public schools must make accommodations for students with learning disabilities.  This means that if the student is in the regular classroom, then the work he/she does must be made to fit the student's abilities and should have the student's goals in mind. A lot of  physical accommodations require an aid in the classroom. For example, if the student tends to run off randomly, an aid is necessary or if the child is not potty trained, someone other than the classroom teacher will need to be on hand to deal with that.  The school usually does testing to determine if the child really needs these accommodations.  The school will not tell you to take your child to the doctor for ADHD testing because it might make the school responsible for it.  You might want to take your child to the doctor to have him/her checked out first.  There is a lot more to it, and every state had different guide lines.  If you feel your child is not getting the care he/she needs, contact a lawyer.  That usually gets the ball rolling.

  3. This can ONLY be done if a child is in special ed or has a 504 plan
