Making an internet banner- want to background to change colors- please help!

I have photoshop elements- i have been looking and working around i just cant figure it out. im wanting to put a link on it and post it on webpages- any help you can offer is appreciated!

I like Toufee, its fun and easy to make banners (flash animation too).
