  1. Yes, you can do this.  When you have your file open, go to Image>image size... then you have the option to resize it by dimensions ( height & width ) you can also resize it using inches or pixels, and you can guide it by the resolution ( like 72 dpi ).  Most of the time your internet photos do not need to be any larger than like 96 dpi because they are going to look fine on a monitor. But if you are wanting to print a photo... it needs to be 300 dpi.

  2. Assuming you have CS3/2, you can lower the quality to make the filesize smaller, of course, at the loss of some quality.

    You can also make the image smaller.

  3. Go to File >> Save As .

    Save the JPEG file under another filename, and click Save.

    In the JPEG Quality slider, select a lower quality (0 is the lowest quality, 12 is the highest quality). Lower image quality means lower file size, but of course a loss of details. The image updates its look in the document window to show you how it would look like in the particular quality.

    When you are happy with the settings, click OK.
