Making my PPC a phone?

Question

I have a iPAQ hx2495 which is not a phone, but I was wondering if I could make it a phone someway? I know about skype and voip, but I have to pay to make calls to other phones that don't use the same program right? If not tell me, because I'm not 100% sure, anyway, is there a way to make my ppc send and receive calls from cell phones/landlines.

No there is no way you can turn it into a phone it is not a phone unless you can somehow stick an antenna get a simcard and get a network
