how do you block out background noises when making a video on web cam?

For all noise then if it's your webcam turn off the microphone. If it is one that you are viewing then turn off or mute your speakers.

If you need to hear the spoken words clearly but not the background noise you will need a directional microphone and keep it close to your mouth when you are speaking
