Technically whenever there is a vacant title (even if it is a joke like the IBF), the top two contenders face each other for the vacant belt.  However, #2 Andre Berto is fighting #9 Miguel Rodriguez, so it will not be either of those guys.  #3 Zab Judah and #4 Shane Mosley will be fighting each other, so they will not fight Clottey for the vacant title.  That leaves #5 Luis Collazo who is the highest ranked and available fighter from their crappy top 10 rankings.  So, Joshua Clottey will most likely face Luis Collazo for the vacant belt on the undercard of the Cotto-Margarito fight this summer.
