Marine resource management in Philippines?

If anyone knows the practices of marine resource management (co-managment/ community based) in Philippines and the name of the counsil/system followed, please let me know.

I knew a guy who's father works for the agricultural department.   He handles lakes and streams, but I'm not sure the sea is included.  It's pointless, because the Philipines is so corrupted, that these people are just figure heads.
