I think it's kinda hard to judge that, but Phelps does have better technology in this time with his swim suit and a swimming cap so those factor differently in the decisions.  Maybe it's best we never know who is the better of the two! :P

To the person above me.. ^^, well Phelps may have better technology, so do all fo his opponents, in the same way mark spitz's opponents had a lack of technology much like himself
