Be sure to advertise on the radio stations they listen to.  In fact, see if those stations or station will do a remote at the place of the blood drive.  Give alot of stuff away.

I  agree with the other poster.  Maybe give away free coupons for meals, movie tickets, have the radio stations advertise, make sure you have your signs up early at the college, send emails.  Many restaurants and movie houes will give you "in-kind" donations to promote blood donors.  Some stores will give you gifts to raffle off.  Thank you for your effeorts, remember the blood donations save lives.  Tell people taht they are heros and saved a life!
