  1. According to the ROM website, a non local person has to be in Singapore for 15 days before they can register their marriage here. Here's the link, check it out:

As for the validity, I am not sure, but marriages registered in Singapore are recognized in many countries, maybe in every country there is, so I guess it shouldn't be a problem.

  2. And to top up what the other answers, you need to go to the high commission of malaysia to inform them about your marriage.

If you fail to inform, they will be charging you something like S$200 per year (it si a form of panalty).

  3. YES. any foreigner can Register here ! but if any  once hold Work Permit now or before ( even 20 years ago ) who want to marriage to Singaporean or PR, need to apply to MOM before ROM. ( hold MAID work permit from 4 countries, even before , is total not allow ) of course ROM is allow for them to register , but will report to ICA at the same time, it will BAN to enter to Singapore ! (send back between 24 hours ). Malaysia will Recognise marriage certificate from Singapore.but sometimes for use at Government  sector, you need to Translation A Malay copy, and need Stamp by embassy.* you can also Registry at both countries with same person *  www.rom.gov.sg.
