can i british national marry a foreign national in Britain as i was told they cant .

Yes they can, but it does not automatically mean that the foreign national has right to remain.

Yes they can but the foreign national must have been in the UK for a certain amount of time before the marriage unless he has the licence required by the marriage legislation.

'Britain' is a bit vague here, as the marriage laws in Scotland and England & Wales differ somewhat.
