  1. As far as your license goes, go to the license bureau in your town and ask them.

As far as going to visit him at his permanent duty station, sure.

  2. he has to be there to do it with id in hand, but you should be able to do it all within a few days. In NY it's a 24 hour rule. So you get the marriage license today and get married tomorrow. All of this should be able to be done at your local city clerk

oh i think you meant...yes he has to physically be there to get both the license and the certificate

  3. Getting married isn't the problem, the paperwork with the Navy is. You do not get married by a Justice of the Peace and then magically get to go with your new husband where ever he is stationed. The paperwork with the military will take time to go through, and they will not move you. Have you thought about if you can handle being along for the massive amounts of deployments he will go on (short and long)? Think about what you're doing, and have him get more information.

All YOU can do is go with him and apply for the marriage lisence. After you get married how ever you're going to do it it is up to HIM to do the paperwork.

  4. he has to get everything,  you just have to show up, he needs to apply for the marriage license in IL, tell him to go to their website to find out more details

  5. IL has a 24 hour waiting period after getting the license before you can actually get married.   first you must make sure he will be permitted to get the time off.. and you BOTH must be present in order to get the license.

BTW even getting married does NOT necessarily mean there will be enough time for him to get his orders changed to married/accompanied.  especially if you don't get married until just before he finishes A school.
