I am guessing that he has more mutable or Fire/Air signs in the chart than typical Virgos. They are supposed to be one of the most loyal signs in the zodiac (along with the other 2 Earth signs) but because they are mutable, they are more prone to being fickle-minded and changing their minds later on.

I would suspect that this person has a Fiery or Airy Moon or Venus/Mars such as Sagittarius or Gemini...such people would hate to feel bored and want to have something on the sidelines to capture their interests.

Or seriously, he could be just immature or feeling unsure, incapable of a one-on-one commitment..afraid of making the wrong choice and wants to keep several other options on the side.

A married Virgo with several lovers on the side is very unusual but it is possible if i knew the exact time, place and date of birth i could tell you the reason.
