Martinique and Guadeloupe - visa requirements for cruise visiting?

I'm traveling on a cruise and in my country (Peru) the French embassy tells me that I need a regular visa (60 euros + lots of paperwork), but my travel agent says that I can buy a special permission to enter the island for some hours at just 10 euros. Does anybody knows for sure what I should do? or has anybody been there?
