It's from the beginning of the Halo Wars Teaser Trailer. It is the opening for the story that Halo is set in. It should be releasing this holiday season.

It's not for Halo Wars at all.  Although Halo Wars does come out this fall, this video was for Halo 3.  At the time of this video, we had never seen the bubble shield.  

All of the promo for Halo 3 was meant to be viral, and this was one of those videos that spread around.  And, your particular link is a video by a guy that is sort of famous for making Halo 3 Machinima.  He writes and makes the "Arby n the Chief" series.
